THE TOURISM POLITICS AND PROGRESS IN THE FRAMEWORK OF FIVE-
YEAR DEVELOPMENT PLANS IN TURKEY
ABSTRACT
The increase of the personal income with the development of economy, raises the demand for leisure time. In these
days tourism sector continues its development and realization of thought and required initiatives and changes under a
determined plan and politics are the targets of development plans.
While at the beginning the initial aim of the development plans were eliminating infrastructure investments, with
the solution of this problem in some degree, in recent years the sustainable tourism concept entered amongst one of the
priority targets. The central role of sustainability for long term development targets of tourism sector is mentioned in
literature and with the assimilation of sustainability understanding, protection of natural resources, elimination of regional
differences, breaking the environmental stress caused by mass tourism and eliminating seasonality and spreading tourism
homogenously in a year are aimed.
In this study, the targets intended tourism and the planned applications in the development plans in Turkey are
studied. In the research the method is evaluation, interpretation and comparison of the realized facts and the targets predicted
in development plans of Government Planning Organization since 1963. The findings were evaluated; in the initial plans, the
regulations concerning physical and institutional infrastructure are outstanding, whereas, it has increased emphasis on
sustainable tourism since the sixth plan.
